Tibet budgets larger fund for public welfare, livelihood improvements

The regional government will continue giving prominence to the region's public welfare and livelihood improvements in the 2012 task list, with stronger funding support for grassroots concerned projects, according to Padma Choling, chairman of Tibet Autonomous Region on Monday.

At the beginning of the 5th session of the 9th people's congress, Padma Choling in his government report gave several fiscal numbers relating to the governmental civil investment this year.

The regional government plans to allocate 57 million yuan to strengthen technical tranings for local farmers and herdsmen, and spend another 929 million yuan to better home 59,600 more households through welfare housing construction.

To link more villages with highways, Tibet plans to invest 3.11 billion yuan for a three-year regional highway network plan involving 669 formally administered villages.

To widen electric power coverage, 4.2 billion yuan will be planned to fund the power construction planning in areas challenged by electricity availability involving 1,630 villages.

Also, over one billion yuan will be budgeted to safeguard the construction and improvement of human settlement environment in 1,000 village across the region.

The annual session of the regional people's congress is held from Jan.9 to Jan.13 this year in Lhasa. Altogether 436 presentatives attend the meeting, to review and approve the economic and social development report of 2011 and plan for 2012 as well as the regional fiscal spending in 2011 and budget draft for 2012.
